No, I do not have a headset, nor earphones and microphone, so I am totally unable to use skype.
To the keyboard: if you are using Linux and X11 you would be probably well off using
setxkbmap cz
or
setxkbmap cz_qwerty
Under MS Windows you could install the keyboard easilly (at least from w2k up). Linux console is another matter. There are computers reported not to work with setxkbmap. Blame the vendor.
